tracks the "last seen" timestamp for every account after any public network activity, then counts the number of accounts with a timestamp in the past 1/7/30 days
but does "public network activity" also include simply opening the Bluesky app with a still valid session token (or other clients) and reading some posts?
no, only what goes out over the firehose
so only lurking or only using DMs wouldn't get you counted
